Since June 28, 2025, the European Accessibility Act (EAA) has been in force across Europe. Whether you are required to take action primarily depends on your target audience.
B2C (Business-to-Consumer): mandatory
If your offering targets end consumers (private individuals), you are legally required to ensure accessibility. This applies in particular to:
Online shops: the entire purchasing process (product selection, shopping cart, payment).
Services: booking portals, banking services, or messaging services.
Digital products: e-books and the corresponding software.
B2B (Business-to-Business): limited
Pure B2B offerings are currently exempt from the EAA. However, if your tool is also accessible to small businesses or private individuals, the B2C obligation can apply indirectly.
Example: A project management tool licensed exclusively for large corporations is exempt. But if the same provider also offers a free plan or a subscription for freelancers or private individuals, the entire software must be accessible.
Public sector organisations
Public institutions have long been subject to the EAA and EU Directive 2016/2102. For them, accessibility is mandatory regardless of the target audience.
