Achieving inclusion in websites

Since June 28, 2025, the European Accessibility Act (EAA) has been in force across Europe. Whether you are required to take action primarily depends on your target audience.

B2C (Business-to-Consumer): mandatory

If your offering targets end consumers (private individuals), you are legally required to ensure accessibility. This applies in particular to:

  • Online shops: the entire purchasing process (product selection, shopping cart, payment).

  • Services: booking portals, banking services, or messaging services.

  • Digital products: e-books and the corresponding software.

B2B (Business-to-Business): limited

Pure B2B offerings are currently exempt from the EAA. However, if your tool is also accessible to small businesses or private individuals, the B2C obligation can apply indirectly.

Example: A project management tool licensed exclusively for large corporations is exempt. But if the same provider also offers a free plan or a subscription for freelancers or private individuals, the entire software must be accessible.

Public sector organisations

Public institutions have long been subject to the EAA and EU Directive 2016/2102. For them, accessibility is mandatory regardless of the target audience.
