Become accessible and reap the benefits!

Increased reach

By removing barriers, the reach of digital services is increased. People with disabilities can thus access information and services without any problems. This also promotes general inclusion and equality in the digital space.

Legal security

Compliance with BITV ensures organizations meet legal standards, avoiding conflicts and potential sanctions. It protects against lawsuits, enhances compliance, and fosters a more inclusive digital environment.

Positive publicity

Organizations that provide accessible services demonstrate their commitment to inclusion and social responsibility. This can strengthen the organization's public image and increase user confidence.

Increased user friendliness

Accessible designs are often more user-friendly for people without disabilities. A clear structure, easy-to-read text and intuitive navigation improve the overall user experience.

What is the BITV?

BITV 2.0

Ensuring accessibility for all

The BITV 2.0 ensures that the information and communication technologies of public bodies in Germany are accessible to people with disabilities. It is based on international standards and aims to promote digital inclusion in accordance with the UN Convention on the Rights of Persons with Disabilities. The BITV obliges public institutions to make their websites and mobile applications accessible in order to provide all citizens with access to digital information and services.

Definition

What does accessibility mean anyway?

The German Disability Equality Act (BGG), in effect since 2002, defines accessibility as the ability of people with disabilities to find, access, and use facilities, transportation, information systems, communication tools, and other designed areas of life in the same way as people without disabilities, without difficulty or outside assistance. This ensures that people with disabilities can use everything independently, just like anyone else.

Necessity

Absolute necessity for people with disabilities

Around 1 billion people worldwide have a disability. Of these, 215 million are visually impaired and therefore have major problems with website usability. It is no longer enough just to make buildings accessible; inclusion must also be practiced on the Internet. All people should be able to participate equally in digital media.

Key principles

The BITV principles

Perceivable

Information and components on a website must be accessible to all people (e.g. through image descriptions, alternative text).

Operable

All people, including those with physical or cognitive disabilities, can easily navigate and interact with all components (e.g. clear structure, simple controls).

Understandable

The language and content is easy to understand for all people, whether they have learning difficulties or are non-native speakers (e.g. through clear forms, simple language).

Robust

Content must work reliably across different technologies and assistive devices. This ensures accessibility as technologies change.

Facts

Further information on the BITV

What to consider?

All publicly accessible websites and mobile applications must meet the requirements of the BITV. These include alternative text descriptions for images, clear navigation and the avoidance of barriers when using interactive elements.

Who must comply?

The regulation is aimed at all public bodies, including federal authorities, state authorities and local authorities. Certain private organizations that perform public functions or receive public funding are also required to comply.

What happens if you fail to do so?

Failure to comply with the BITV can have legal consequences. Affected persons can lodge a complaint and legal proceedings may ensue. In addition, affected institutions risk losing their reputation and the public's trust.
