What does digital accessibility mean?
A website is barrier-free if it can be found, accessed and used by people with disabilities without particular difficulty and generally without assistance. A person with a disability should be able to use a website just as independently as a person without a disability. In Europe alone, more than 80 million people have a disability, but many more benefit from simple and accessible websites. The EAA and Digital Services Accessibility Act
The main website accessibility laws in Finland are the European Accessibility Act and the Digital Services Accessibility Act, 179/2023.
What are the laws?
European Accessibility Act: The European Accessibility Act (EAA) requires, among other things, many public and private sector companies to be digitally accessible by June 28, 2025.
Digital Services Accessibility Act: This regulation specifies the requirements of the EAA and establishes technical standards for implementing accessibility.
What does the law say?
EAA: The European Accessibility Act (EAA) obliges member states to make online commerce accessible to consumers. It primarily affects products and services that are most important for people with disabilities and for which different requirements most likely apply in the EU countries.
Digital Services Accessibility Act: Finnish Act 179/2023 sets out the requirements for accessibility of digital services. It obliges administrations and organizations to ensure that their digital services are accessible. This law is based on the EU Directive 2016/2102 "on barrier-free access to the websites and mobile applications of public sector bodies" and implements the European Accessibility Act in Finland.
What needs to be done?
In all public organizations - regardless of size - and in private organizations - with more than 50 employees - employers must take the following actions within their organization:

- Analyze the causes of the factors
- Take action against discrimination
- Evaluate work results
- Sanctions & penalties
Damages and compensation: Failure to comply with legal requirements can result in fines of up to 100,000 euros, depending on the administrative offense.
